CHP Turbine Technology and Regulatory Forum

5-6, 2003

The
forum will provide state air regulators with an in-depth review
of turbine technologies, their energy and environmental performance
and their application in combined heat and power (CHP) settings.
Representatives of Solar Turbines, Capstone, Ingersoll-Rand, Kawasaki,
and General Electric will present the latest in turbine and combustion
technologies, providing forum participants with an understanding
of performance and emission strategies. These manufacturers will
discuss sites at which their technologies have been installed and
resulting energy and environmental benefits. In addition, the forum
will include updates on regulatory developments currently affecting
CHP, and a session on output-based approaches to emissions limits.
A draft report of EPA's Review of State-Level Output-Based Emissions
Standards and the Regulatory Assistance Project (RAP) Model Rule
will be presented.
The
forum will conclude with a session in which state air quality agency
representatives share their experiences in developing and implementing
output-based emissions standards. In addition, a CHP Partner will
present company experience in installing a CHP system in an output-based
regulatory environment. This session will provide a framework for
other regulators considering or developing output-based regulations.
Free
Software for Evaluating Industrial Applications of CHP is Now Available
from DOE

A Windows-based
software for evaluating preliminary economic potential for industrial
applications of CHP applications using distributed energy resources
is now available
for free at the DOE DER Website. In collaboration with the original
software's Australian developer, Oak Ridge National Laboratory (ORNL)
has recently updated the Cogen Ready Reckoner to assess potential
CHP projects in either metric or English units, in U.S. or Australian
dollars. The software can simulate waste heat from electricity generation
used for providing hot water, steam, or absorption cooling.
Even
though it is primarily aimed at industrial applications, it could
be used for commercial application if one can convert gas bills
to steam/hot water generated. The software can be used for comparing
preliminary economics, on a lifecycle basis, of CHP applications
using DER with a traditional utility/on-site boiler baseline.

3rd Annual National CHP Roadmap Workshop
CHP and DER for Federal Facilities
EPA CHP Partnership Meeting

About
200 representatives from industry, universities, national labs,
and various federal, state and local energy agencies attended the
Workshop.
The
purpose of the National CHP Roadmap Workshop was to track the progress
of CHP implementation in the U.S. toward the CHP Challenge Goal,
set in 1998. Each year CHP advocates gather to discuss progress
toward the goal and determine what actions need to be undertaken
in the next year on the "road to 92 GW." The workshop
was co-sponsored by the U.S. Department of Energy, the U.S. Combined
Heat and Power Association (USCHPA), the Environmental Protection
Agency, and the International District Energy Association (IDEA)
and attended by leading CHP practitioners, equipment manufacturers,
energy services companies, and non-governmental associations.
The
Roadmap workshop was held in conjunction with a CHP and DER Workshop
for Federal Facility Managers. This workshop was the third in a
series of four regional workshops sponsored by the Federal Energy
Management Program (FEMP) to provide federal facility managers with
information, tools, and contacts for installing CHP and DER equipment
and systems in their facilities. Most importantly, this workshop
was designed to link federal facility managers interested in DER
and CHP with project developers, equipment manufacturers, and system
engineers who can help them get projects "in the ground".
The first two workshops in the series were held in Atlanta in May
and Chicago in June. The workshops are co-sponsored by DOE Regional
Offices in each locale.
In
addition to these two events, the meeting also included sessions
on the EPA CHP Partnership. Partners representing federal, state,
and local government agencies, industry, businesses, and NGOs, joined
headquarters and state EPA CHP staff to discuss current and future
activities. In addition, the 2001 Energy Star® CHP Awards were
made during the reception on October 23rd.
Advantages
and disadvantages of various DER technologies discussed, included:
combined heat and power (CHP), microturbines, industrial gas turbines,
reciprocating engines, fuel cells, energy storage, and renewables.
Case studies discussed at the meeting illustrated technical, project
management and implementation, and financing issues and opportunities.
Workshop attendees participated in both plenary and small group
sessions to allow full and open discussion of local needs and steps
toward identifying and implementing DER projects. Private sector
representatives were available to discuss specific project ideas
with participants in sessions on project feasibility, financing,
and environmental and utility issues.
